To search services and read provider profiles, no. To raise a request, yes — the request carries your address and phone number, so it has to belong to an account.
For a fixed-price job: the provider's base price, plus a 5% Koovira platform fee, plus 18% GST on those two together. For a visit-first job you pay the visiting charge on the same basis, and the job itself is quoted in writing after the inspection.
Only with your approval. If the provider finds extra work they raise an additional quote, and it does nothing until you accept it.

You choose. Your request widens outward in 2km, 5km, 10km and 15km rings over about three minutes; providers who accept are listed side by side with their profile and stats, and you pick one.
